If it is a mechanical machine (not computerized), it could very well need a good cleaning and oiling. Could also be a belt that is loose or broken.

Wheel on right side that controls the needle up and down is very tight...

If you have wound a bobbin and now wish to sew, it is necessary to disable the bobbin winding mechanism.

You probably could but would need to address the darning foot and feed dog issues.

If you search, you may be able to find a darning foot for your machine or some sort of adapter. A darning foot is necessary because it is shorter in height which allows the fabric to be manipulated by hand. A regular presser foot presses the fabric against the feed dogs and needleplate which mechanically manipulates the fabric.

A lot of machines whose feed dogs do not drop came with a feed dog cover. Yours may or may not have. However, you may check into a Supreme Slider which is a slick sheet that covers the feed dogs and provides only a small hole for the needle. A lot of quilters love this sheet because it provides a slick surface that makes fabric manipulation easier.

Be sure to first remove any lint, dust bunnies, thread pieces from the machine (especially in the bobbin area, the feed dogs, and under the needleplate).

If it is an older mechanical machine (not computerized), open the machine as much as possible (top, side cover over needlebar, freearm, etc.). Then, using a fresh bottle of good quality sewing machine oil (or Tri-Flow Synthetic Oil from the hardware store), slowly hand rotate the handwheel toward you or gently rock the handwheel. While watching the moving parts, apply a couple drops of oil each place where metal rubs on metal. You may find oil ports where you can also apply a couple of drops (your manual may have information). Be sure to move the stitch selector dials and levers, including the feed dog mechanism. To help loosen things, you can apply heat from a handheld hairdryer.

Wipe up any excess oil and be sure to run the sewing machine on scrap fabric to avoid soiling your project fabric.

Be sure to apply a drop on the outside of the shuttle every eight hours of sewing. Thorough cleaning and oiling on a mechanical should be done about every 40 hours of sewing.

I've been looking high and low to see if I could find you one for free, but I can not.

You'll have to contact Singer to get a replacement instruction manual. They cost around $10.
