Mine too. pull both batteries out and check the voltage on each.
One may be unusable as was mine. Peel of the Tripplite label to determine what size it is to get a comparable and much cheaper one.

Ignore this, I've had units that indicated low and worked fine.

check the system but you may have to turn off the batteries
the inverter is charging the batteries but when mains power fails , the batteries will be discharging back through the inverter that is dc converted back to ac
if you power on a genset and the ac is not phased correctly, what you describe will happen--- inverter ac from the batteries against genset ac to the inverter-
If you had mains power on then it would dead stop the genset because of the out of phase situation
it all has to do with the 2 wave patterns for ac current from each unit being in harmony and not working against each other

The answer is most likely yes. I am not familiar with this brand but having worked extensively with APC and Tripplite, I can say that when the batteries on these models are drained, they will not turn on until charged. Most of the time you will end up replacing the batteries as they do not do well at charging once they have been drained below a certain level. I would try charging first. If you can get them to full or nearly full charge, you can test that the rest of the electronics in the UPS is working.

Sounds like it may have a bad power transistor, it will cost more to fix than replace. What is the story behind the question, last time it was used? Who borrowed it? It may have been overloaded ... $40-$70 should get you a new one.
