Question about Dell UltraSharp 1704FPT 17" Flat Panel LCD Monitor
I've had the same problems, I replaced 3 capacitors on the power board. Cost $.70 each. Strip the monitor down and remove the power board. Check for BULGING capacitors and sometime these leak show brown stuff on the top.

The backlight might be bad. As far as I know, there isn't a way to replace that, so you'll have to get a new monitor.
