Is this a split system? If it is then the fuse or breaker is in the disconnect box on the wall by the outside unit. You will see a grey flex conduit running from the unit to the box which is grey, it carries your 230 volt wires. Inside that box will either be fuses or a breaker.
If it's a window unit then it will be the breaker that supplies the power to that outlet.

It sounds like you may have a blown fuse. The cigarette lighter, radio, and air conditioner lights are all typically powered by the same fuse, so if one of them goes out, the others will likely go out as well.
To check the fuse, you will need to locate the fuse panel. This is usually located under the dashboard, on the driver's side. Once you have located the fuse panel, consult your owner's manual to identify the fuse that powers the cigarette lighter, radio, and air conditioner lights.
Once you have identified the correct fuse, remove it and inspect it. If the fuse is blown, you will need to replace it with a new fuse of the same amperage rating. Fuses are inexpensive and can be purchased at most auto parts stores.
If you replace the fuse and the cigarette lighter, radio, and air conditioner lights still do not work, then there may be a problem with the wiring or the electrical components themselves. In this case, you will need to take your vehicle to a qualified mechanic for further diagnosis and repair.

Could be just a blown fuse or circuit breaker. Fuses are generally located close to the unit in a small box on the side of the house. You will have to flip the box open to find the fuses. It may have a cartridge you have to pull out. Fuses are not visibly bad, you have to check them with an ohm meter or sometimes a hardware store can check them for you. Otherwise you will have to buy two and just replace them both.
The circuit breakers are usually in the house along with all the other breakers in a main panel. There will be two breakers and will probably be visibly tripped. Just flip them all the way back and forward to reset

My dog chewed the thermostat wire by the compressor, i replaced the chewed wire now the thermostat won't turn on, therefore; no ac.. could it have blown a fuse? if so, where are they?

Either you have blown the low voltage fuse located inside the air handler (if there is one) or you have blown the transformer feeding the low voltage control wiring.

If the transformer is blown due to no fuse installed, I would recommend installing a low voltage 3A fuse in line with the red terminal coming off the transformer. This will protect the transformer in the future.

Timer on Airconditioner works, however, nothing else works. It has electricity, but will not turn on - just the timer.

the fuse is located on the main board of the ac.fot that the ac upper unit has to be opened.its like a mini tube light.and about 1 inch in lenght .and made of thin glass.
as per my knowledge it can be possible that fuse is blown out,but also possible that the main board it self has a short circuit in the components located on it.because if the fuse is blown out ,then even the timer will not start.but you mentioned that timer is working.still you check the fuse if its proper then its a main boaRD FAULT.mostly it will be a reparing /soldering job.the cost will be negligible.if you are not familiar with soldering a lovcal electronics repair tech is more then enough.
please do rate the solution.thank you for using fixya.keep updated.thanks.

Small fuse located in control panel blown most likely. Check it.It is hidden from view. Control must be removed to get to it. That is all.
