You pretty much have to take apart the whole back of the printer to get it out. These units were never really designed to have this type of repair done.

transfer belt is locked up:
1. To check the motor operation, execute U030 Belt Meand (see page 1-3-34). 2. Rotate the drive gear, the belt and the roller by the hand and check that they are not unusually loaded. 3. Clean the Intermediate transfer belt unit. 4. Confirm that the wiring connector is firmly connected and, if necessary, connect the connector all the way in. Transfer motor and Feed PWB 1 (YC13) Feed PWB 1(YC2) and Engine PWB (YC5) 5. If the wiring is disconnected, shorted or grounded, replace the wiring. 6. Replace the Transfer motor
Intermediate Transfer Belt Length Detection Error
Causes
1. Belt Initial Point Detection Sensor is defective. 2. Belt Initial Point Detection Sensor connector is disconnected. 3. EC PCB connector is disconnected. 4. EC PCB is defective. 5. Intermediate Transfer Belt is defective. 6. Intermediate Transfer Belt Motor is defective. 7. Intermediate Transfer Belt Motor Connector is disconnected.
This is a ITB contact motor error.
Check/clean/replace contact sensor.
Replace transfer belt contact motor.
Check harness and connectors to motor and sensor.
Check for mechanical binds.
Otherwise, the other issue I had late last year was that it needed a new intermediate transfer belt (part #RM1-4436-000CN). You can find a good deal on one, and the instructions for replacement are on page 156 in the service manual: http://www.feedroller.com/Store/Service%20Manual/HP-CLJ-CM1312-MFP-Manual.pdf
It's not the hardest replacement ever, but needs 2-3 hours depending on skill, and a little patience.
The primary transfer-alienation motor has experienced an error. 1. Check to ensure the ITB is installed correctly. 2. Run a sensor test to verify that the primary transfer disengagement roller is functioning. If not replace the sensor (SR17). 3. Run the primary transfer drive test in actuator drive mode. If not functioning replace the ITB (Intermediate transfer belt).

To replace the ITB
1. Open the right-door assembly. 2. Use the blue lever (callout 1) to lower the secondary transfer assembly. 3. Grasp the small handles on the ITB and then pull the ITB out of the product until two large handles expand along the right- and left-side of the ITB. 4. Grasp the large handles on the ITB and then pull the ITB straight out of the product to remove it.
E070 there is an error in the detection of ITB home position
00xx The home position of the intermediate transfer belt is not detected within a specific period of time . The ITB HP sensor is faulty. Turn off the main power, and check the DC controller PCB and the ITB HP sensor; then, turn on the main power.
01xx The period of time between when the home position of the intermediate transfer belt is detected and the next home position is detected is longer than specified . The presence of a tear may have caused the sensor to wrongly identify it as indicating the home position. Turn off the main power, and check the drive of the intermediate transfer belt; then, turn on the main power.
02xx The period of time between when the home position of the intermediate transfer belt is detected and when the next home position is detected is shorter than specified . The intermediate transfer belt slips on the drive roller, causing a delay in the timing at which the home position is detected. Turn off the main power, and check the surface of the intermediate transfer belt for a tear; then, turn on the main power.
03xx The detection of the home position of the intermediate transfer belt has failed once. ITB home position sensor B and ITB home position sensor A must occur alternately; however, the same state has been detected continuously. Turn off the main power, and check the DC controller PCB and the ITB HP sensor; then turn on the main power.
Your going to have to pull off the waste toner bottle, delivery cover (buffer or internal finisher), the right swinging door, fixing unit, cleaning blade, heat shield, move the fuser drive gears. Then you have one screw on the transfer belt assy that sit behind the cleaning blade and one on the front next to the screw that hold the cleaning assy on. Then 4 screws on the side by the fuser. One connector and the whole thing should come out
