Try that out

Remove air filter.... remove gas line after tank is empty and in a place that will not be damaged by gas, remove throttle cable, remove the two screws that attach the carburetor to the engine block and carefully remove trying not to damage the paper gasket seal between the block and carburetor.

I would make sure that you have the proper gas/oil ratio mixed first. If that is ok then I would have the filter changed. If that doesn't solve the problem then you should take it in to have the carburetor serviced.

You may have to rebuild the carburetor to find what is sticking inside.

I have the exact same problem, new carb, new coil, new gas. I think it is not building enough compression to support combustion.
Won't even pop starting fluid !!

Spray starter fluid in the air filter. This should work.

From the factory, when everything was new, the Hi and Lo screws were 1 1/4 turns out. As things wear and as fuel forms deposits in the carb, you may have to adjust the screws out further. Usually Lo gets stopped up a little first. Lo side adjustment effects how the engine goes from idle to upper speeds. Hi side only effects the engine at wide open throttle. If you have to go more than 2 1/2 turns out on either screw, then a carb overhaul or replacement is in order.
