If the feed dog lever does not raise the feed dogs, then they are probably stuck. Probably needs lubrication. Since the make/model was not specified, would recommend taking it for service.

f Fabric Is Not Feeding Properly

If the machine is not feeding fabric when you start sewing, it could be that the presser foot lifter has not been lowered before stepping on the foot controller. Lower the presser foot and resume sewing.
Another reason the machine may not be feeding fabric is that the feed dogs (or feed teeth) are disengaged, so make sure that they are properly engaged for sewing. (Note: If your machine has drop feed, resume normal sewing by moving the drop feed lever to regular sewing mode, then turn the hand wheel toward you one full revolution to re-engage the feed dogs).
The machine may also not feed fabric if the stitch length control is set to "0". Increase the stitch length setting and resume sewing. Reference - Singer .com. Troubleshooting tips.

Can not raise feed dogs

They WILL come up for you, and here's how. You see, anytime you put the feed dogs down they go down right away. But when you put them up again, you have to turn the hand wheel TOWARDS YOU (ALWAYS TOWARDS YOU FOR ANYTHING) at least one or two times before the dogs come up again. You'll hear them "snap" into place, but until you do that, they won't move at all, on ANY machine I'm familiar with.

A word about pulling the hand wheel towards you. If you turn it away from you for more than one revolution, you run the risk of throwing off the timing. I was told this by a technician of many years experience many years ago.

The fabric isn't moving and the bobbing thread isn't coming up.

when the fabric doesn't move then the feed dogs need to be checked
here is a link for a free manual, if you don't have one
http://www.singerco.com/uploads/download/1132_white-2200-x-.pdf
check in the manual to see if it show where the feed dog lever is, if the feeddog is in the up position or down, it must be up for regular sewing, if it doesn't show the feed dog then the machine would have to be taken in to a sewing machine shop to have the feed dog checked
try changing the needle
make sure the bobbin is inserted correctly into the bobbin case
and make sure the bobbin is turned the right way in the bobbin case

Feed dogs not advancing fabric, only moving up and down

Normally it's good form to give us the make and model number of your machine.

Sounds to me your problem began with operator error. Get in the habit of grasping the threads and holding them as you take your first few stitches. Also make sure your take up lever is in the UP position before you take your first stitch.

Now, look to see if your feed dogs are lowered... if they are put the back up. If this happens again... you've got a warn or broken part.. and you should return the machine. Clearly your "repairman" sold you a lemon.

Feet not feeding and thread bunching up

the presser foot or what ever foot your sewing with does not feed the
fabric,, the feed dogs in the needle plate are what moves the fabric
to be sewed, the feet only hold the fabric against feed dog so the
machine can use the needle to sew the fabric.
if the fabric is not moving then the feed dogs have to be checked
can you see the feed dogs in the needle plate area are the up or
down?
do you have a manual for the machine?
a manual help to know where the feed dog lever is, I'm sending
you a link for a manual for the machine, so you can look for the feed
dog lever, if the feed dogs are up then there is something wrong
with the feed dogs & they need to be checked.
but if the feed dogs are down then look in the manual & see where
the feed dog lever is & put it in the up position & see if that brings
the feed dogs up to the sewing position, if the feed dogs do not
come up then the feed dogs need to be checked.

The dog feed stuck in the downward position.

Have you turned the machine off and then back on?

The switch may be broken and you will need to find a sewing machine repair shop that repairs all brands of sewing equipment.

If you decide to purchase another machine try a different brand. This one seems to have on a lot of issues.

The dog feed stuck in the downward position.

When you set the switch for the feed dogs to be in the up position, turn the handwheel 1 complete revolution and they should come up.
