My HP DV8000 Laptop has just encountered an insuue starting Windows. I get the startup screen asking if I want to go to Safe Mode, Safe with networking, last known good configuration or start normally. Starting Normaly counts down, eventually goes to the launch screen but does not launch after 15 minutes. last known configutration same result. Will launch in Safe or Safe with networking without issue. I restored factory defaults to no avail. Attempted System restore but found no restore points available. I am in Iraq so on site tech support is limited. Hoping to avoid a re-install as some crucial programs needed are back in the states and will most likely be wiped out.

try disconnecting power supply and removing battery as well then replace both and try again. Is it possible there was a power interruption while update was downloading. have you tried to access the bios on startup (press f9 at start of startup until it goes to bios)and see if all settings are ok
If the computers lights are coming on and the fans are turning then the computer is receiving power. Try turning the sound on to see if you can hear the Windows Startup sounds (or Mac respectively). If you can hear the sounds then it is likely that the screen for the laptop has broken. If the laptop has a Video Card (most do not) this could also be faulty. Since you can't see anything you won't be able to fix it yourself, it will likely need to be returned to HP for laptop repairs.

Your operating system got crash. Use backup CD.
Turn on yr lappy. manually open the cd rom from right side of leptop. Put CD in. then wait for few seconds. u will see the screen then follow the instruction and re install the entire windows.
press f8 at startup to get to the windows startup menu, choose "last known good configuration" If that fails, you can choose "disable automatic restart" and the BSOD, Blue screen will appear and give you an error, you can also goto safe mode with the f8 key on startup, choose safe mode, and then click yes at the prompt to start the system restore, pick a date and time the PC worked, and try that.If that doesn't work, you need to restore the PC to factory default state, by using or purchasing restore disks, you would have been asked to make them when you 1st powered on the PC, if you don't have the CD's call HP and order them.
Try choosing "Last known configuration that worked" if this does not fix you problem, then reboot once more, and while it is booting up tap the F8 key and select safe start.
Ps. you may just need to do a fresh re-install
