As a 3dPrinter owner I know that finding 3D filament is difficult.

However I search E-Bay for filament using the search parameters below in quotes.

"1.75 mm PLA Filament"

Select the lowest price and select the Highest rated sellers.
Have received a reasonable good quality for not to bad of a price.
Most of the filament I purchase is shipped from California, Texas and Ohio for under $18.00 a 1kg roll delivered.

However you so not want to order the Small tight rolls as the filament cracks when it unwinds the spool try to keep an 8" spools and stay away from the 6.25 inch spools.

This is only a suggestion.

It appears that the $12 - 1kg spools are all but gone because of inflation.

You can contact the store where you purchased your printer. Either you should try amazon store to collect your 3d printer parts. Specially for PLA filaments you should try 3D Printing parts supplier, because they provide various types of PLA filaments like -
