I don't know what system you are using but I believe you could use a NDS emulator and a memory editor.
You can with the Nintendo DS Train Toolkit by datel (codejunkies.com) with you computer and the Action Replay DS, you can make codes, but it does take time and patience.
There are also some applications like Pokesav (for Pokemon Diamond, Pearl, and Platinum) for the specific game you want to make.

put in your action replay ds ,then while the ds is turned off hold a and b turn the ds on still holding a and b ; before the this is not endorsed by nintendo logo comes up hold start and select while still holdig a and b
