I have just bought a philips 21" nicam TV
(21pt4475) and i am having exactly the same
problem. I have a philips DVD711 set up with it.
i also have two vertical lines to the right of
the screen which are brighter than the rest of
the picture.

The flyback trace is visible. Assuming you haven't got the brightness set
exceedingly high, then you have a fault. The electron guns should be cut-off
during flyback and they obviously aren't.
