Hi there!
You can follow this simple steps so that you can determine the exact blue screen error that you are getting.
Start the computer and keep pressing the F8 key. It will lead you to Windows Advanced Option Menu (see picture):

highlight Disable automatic restart on system failure and press the enter key. It will restart the computer and will stop on the blue screen error instead of restarting your computer.

I have a black screen that says safe mode, safe mode with networkin , safe mode with command prompt and laast known good configuration but when i go to safe mode my computer just reboot all over again

This recycling/rebooting into this screen is normally caused an error (hardware or software).
You MUST turn off - Automatic Restart to see the error message.
Power down your laptop.
Press the power button to turn-on laptop.
Start pressing the F8 key immediately AFTER the DELL logo screen and BEFORE the windows screen.
You SHOULD be brought to the same screen as you described above but with an additional option: TURN-OFF automatic restart. Select this option and press ENTER.
Let laptop cycle and you should see blue background screen with white letters giving you information.

Please provide the ERROR message on screen BEFORE we can advise you any further.

your windows operating system is probably corrupt you cannot recover all of your files,
unless you have an file recovery software.
re format your disk c and put an operating system again.

Just press and hold F8 on startup (before the Windows logo appears). You should get the screen with the title Advanced Boot Options and the following menu. (which I get on my Gateway NV5915h)

Blue Screen of Death

Here's a start....when it reboots, press F8 to get the safe mode screen. On it should be an option to disable automatic restart on error. That way, it won't restart when you get the BSOD and you can read what it is saying. I would start with making sure all drivers are up to date though.
