It stay in a off position and do not click over to a on position

If this is a chain saw, check that the safety lever is clearing the switch to let it switch to on. If the safety lever is working, the switch itself is faulty and needs to be replaced. (Some switches can ge opened and checked, but it is a lob hardly worth the effort most of the time because parts are either burnt or melted inside.)
