Serial number may not be the right way to do it. Date it by the variation it is and the markings.

Where it was made is about nine times more important than when. It should be worth $400 to $500 in good condition.

It was made in 1969. The value would depend on the condition.

If this is a chain saw, check that the safety lever is clearing the switch to let it switch to on. If the safety lever is working, the switch itself is faulty and needs to be replaced. (Some switches can ge opened and checked, but it is a lob hardly worth the effort most of the time because parts are either burnt or melted inside.)
