if vga on both you need a vga cable
if hdmi on both you need a hdmi cable
if pc is VGA and the monitor is hdmi then an adapter is needed
if p.c is hmdi and monitor is vga then an adapter is needed
suggest figure out video cable standards and then decide on what you need

you did not mentioned the brand and model of your cam, any how if your cam is equipped with a HDMI out put socket or VGA out put point or A/V you may connect either of the respective cable to connect to a monitor which is equipped with the same inter phase.
how is the monitor connected to the computer? what connection type is the monitor is it VGA or HDMI . What format is the computer video output is it VGA or HDMI. Also you may have two video outputs on the computer. Sometimes the motherboard vga output is disabled so that a much better video plug in card can be used which has its own video output port.
Identify why you need an HDMI connection from your computer. Because the 2764 does not have an HDMI port, you will need to obtain some sort of adapter to connect to an HDMI device. There are a number of different ways to achieve that connection. 2
Purchase an external USB video card with an HDMI output. These devices have a number of benefits, including the ability to display a different image on the HDMI output than that which is being displayed on the screen. One example of these devices is the Sabrent USB-2011 which can display a 1080p HD signal over its HDMI connector. Other devices will also include support for audio and send it along the HDMI wire with the video signal. 3
Use a DVI-to-HDMI adapter if you have a Lenovo ThinkPad USB Port Replicator with Digital Video. This device takes the computer's existing video card and displays its signal over DVI. DVI-to-HDMI adapters are both affordable and easy to obtain. 4
Convert the computer's VGA output directly to HDMI. Because VGA is an analog signal and HDMI digital, doing this requires a special piece of hardware such as the StarTech VGA to HDMI converter with audio. Simple VGA to HDMI cables will not work, due to the lack of digital output from the T400's VGA port.
From what i can see your compaq presario has both hdmi and vga outputs the panasonic viera you have both a vga and hdmi input. Therefore you can use both a vga lead or a hdmi lead. Hdmi also outputs audio therefore it is probably a better choice.
Will the monitor work on another computer? Will the computer work with a different monitor? Are you connecting the vga port to vga output on the video card or the dvi input to the dvi output on the card. You may need a video card with hdmi output.
Not all DVRs have WORKING VGA output. I used to work for Nuvico, and we had 2 different versions for DVRs. Ones with VGA connection. The other with non-working VGA connection. VGA port itself does not guarantee.
Some DVRs also have DIP switch in the back.
You can simply toggle between composite or VGA output. Ones with DIP switches often require reboot, and from my experience these do not work well with VGA monitors.
Also... Make sure VGA monitor support low resolution. Stand-alone DVRs' native resolution is either 600 or 800 horizontal lines.
