Well either your charger isn't charging it or the battery is cooked . I would say your charger isn't working because batteries go bad but usually after a period of time. Not only that a charger will let the phone come on even if the battery is really low. Try another charger and if it continues your battery is done. Yo be sure take it to your carrier and they will tell you for sure
do you have a universal travel charger? and use it to charge your battery for about 4 hours. or buy a new battery.If it is not ok, your phone is in short-circuit. go to service center
