Yes I have a Westinghouse flat screen tv and the sound coming from the TV is just a hight pitched squeel which gets louder as the volume is increased. Is this a bad speaker issue or a bad sound card?

Do a flashlight test. With the TV on and a program is playing, shine a flashlight on the screen. Can you see movement in the picture? If yes then the backlight drivers are not working. If NOT, then the T-con board is bad You can get parts from here : TV Parts Universal TV Stands DLP Chips ShopJimmy
likely a coil or small transformer in the set is vibrating hard enough to make it squeel, it would have to be located with back off by listening to see where it comes from.
cure would be to replace the entire board it is on or hot glue the part that is causing this to dampen the sound.
If it is coming from the front screen unit that is a more serious issue.
Reset the tv and the cable or satalite boxes,replug it back an hour later let the tv reset it self back to factory setting and the boxes upgrade it software.The tv should work now.Not,than yes.It the Tuner main board.
If you use a digital cable box, it could be that the volume on that isn't turned up all the way. I didn't even realize the box had volume controls until 2 years after I got it...makes a HUGE difference now
You're getting some feedback on the secondary transformer - most likely... Try to isolate where the pitch is coming from and see if it's harmonic. May just need to be glued down or have some leverage place against it...

blue screen is the noise mute screen. however the audio is not getting muted and hence the buzzing....meaning the tuner on the TV is not getting locked on to the station/frequency
1. check your antenna if you are using one. Autotune
OR
2. Reconnect coax from the cable box to Tv and autotune.
OR
3.Use the Video out from the cable box and connect it to one of the video inputs on the TV. Switch your Tv to that component. Use the cable box to change channels (Best case scenerio)
how old is your plasma TV? try check the switch / volume of the sound settings.. Sometimes, when you always increase the volume, it will tend to alter the limit of sound and causing the sound to provide sound undesiredness. I suggest to check it with a liscensed technician.
