Move the carpet height control switch to a higher position if the vacuum is difficult to push. If the setting is too low for the carpet being cleaned, the brushes press against the floor preventing the vacuum from moving easily.Set to a medium-high height setting then check.Slide the "Self-Propel" button to the "ON" position if the cleaner does not self-propel.

If the top portion of the upright section is loose, there is a connector between the two parts that is also loose. No need to take it apart however beyond removing the black lower hose holder.
To remove the lower hose holder, just push in firmly on the tab that is the same color as the upright casing until you can pop the lower holder upward and off of the machine. Beneath the holder are four screw holes where you can tighten the upper and lower assemblies back together. This will reconnect the two connectors internally and take care of any power issue to the base.
When a Hoover Windtunnel becomes hard to push, this usually indicates that self-propelled has stopped working.
When this stops working, it can be caused by several things. The first, most common problem is that the belts have either broken, or stretched to a point where they no longer engage the self-propelled mechanism. In order to verify this, simply make sure that the machine is set to the Carpet setting, turn the machine on, and turn it over on it's side with the handle release pedal reclined (make sure it's not in the upright position). Is the brush at the bottom of the vacuum spinning? If no, this definitely indicates that your belts have gone bad and need to be replaced. There are two belts on your machine, one controls the brush, the other controls the self-propelled mechanism. We've shot a helpful video that walks you through step by step on how to replace the belts.
This is by far the most common problem that we see on your particular model:
The other problem if the belts are installed properly that would cause
the self-propelled wouldn't work would be the self-propelled actuator
arm. There is a cable that starts at the handle of the vacuum, and
runs all the way down to the floor head of the vacuum that controls the
transmission. As you pull backwards on the handle of the vacuum, the
cable pulls this actuator arm backwards, which then turns the wheels
backwards, and when you push forward it turns the wheels forward.
problem with the way it's designed however, is that if you pick up the
vacuum cleaner by the handle of the machine rather then using the
carrying handle on the back of the vacuum, it causes too much tension on
the actuator arm, and will cause the cable to rip right out of the arm.
is a VERY common problem on this model. To check and see if this part
is broken on your vacuum, step on the handle release pedal so that the
handle is in the vacuuming position, push the pedal a second time so the
machine lays flat on the floor.
Now if you look right behind
the height adjustment switch, and the rug / floor switch where the floor
part meets the upright part, you should see a cable that connects into
the actuator arm. Pull up and down on the handle and look for
movement. Is the cable loose with only a nut attached to it, or is it
resting in the actuator arm?

This is a farily common repair on this model. What ends up happening is that when someone picks up the vacuum cleaner by the handle of the machine, which on this model also is the controller for the self-propelled transmission, it places too much strain on the actuator arm of the vacuum cleaner.
You can do the best to try and not pick up the machine by the handle, but instead using the carrying handle on the back of the vacuum cleaner, this is distribute the weight much better, and even make the machine seem less heavy, and this will also prevent the actuator arm from breaking again in the future.

Remove the bottom plate and look for broken or loose drive belt to the wheels. Check the wheels for being bound-up with thread, hair and other debris. Make sure that the motor for self-propel runs when turned on.
Hi there SmartAlec from Nelsonvacuums.com.au here. Actually the brush belt needs to be tight as well for the self propell function to work. However once you change that if it is still not working it could be the drive mechanism itself. You can test this by laying the vacuum flat on its belly so you can see the brushes. Turn it on and push the handle down (as if you were actually vacuuming). This should get your drive wheels going they are two wheels about 3 inches away from your brushes. If they are not turning then you need a new drive mechanism. If you are in australia i can get you one through our website above.

The flat belt should be changed if it has been longer than 9-12 months. Next I would remove the upper handle to inspect the top section of the control cable, sometimes it fray's and has a sponge feel (no positive control) to self propel. To set this adjustment, it is best to do withthe hood off of the lower section. I would also look at the cable jacket in the foot to make sure it is under the metal clamp. It must be under the clamp to work properly. To get it under the clamp loosen one hold down screw at the top and one in the back of the vacuum, remove clamp screws and put jacket into position and then secure all screws. Now set the adjustment, Install upper handle and set self propel to off. loosen cable from arm in foot with torx screw. manually move arm until the clutch is off both drive pads. This is a visual adjustment. then secure and reassemble vacuum.

There is a self-propelled rod that controls the self-propelled feature and it either needs adjustment or replacement or the part that hold it may be broken but either one can be fixed. I have the same problem with ours. If you lift the vacuum by the handle it breaks the lever on the transmission. You can find a replacement cable and lever on line for about $16.00 it is somewhat involved to repair but can be done by someone with mechanical ability. You can try and find a repair shop but be careful, they sometimes tell you the part is not available and try to sell you something else. I think they should be able to do the job for aprox. $80.00, but they may want more. I did it myself plus the height adj. knob for $24.00
There may also be a reset button. If the brushes get stuck the unit can shut off power to the brushes to keep a total melt down from occurring. The reset button should return power in these types of vacuums.
