The usual way as far as I know. Hit the button above ctrl and then the dash button, mine works fine but is a UKmachine. Is your MAC setup for the correct location? i.e. ENGUS? or whatever.
You do not need to use an underscore character in writing. Just use the "format" option in whatever word processing software you are using and that will underscore a word/words that you select.
If you are not using word processing but are writing to a .txt file, you will be unable to do this, because formatting - including underscored characters - is not an option.
Since when you are facing this problem, did you make any recent hardware or software changes ? And after you turn on your laptop, don't you see anything after that cursor(Underscore) blinking ? I mean it boots to windows or not ?
If not try to remove your battery and keep it aside for 5 Mins. and then connect it again. Then try to turn on the laptop

The key combination can vary depending on what language and keyboard files you're using. However, the easiest way might be to use Windows own Character Mapper to copy the underscore to the clipboard.
Run CHARMAP (in XP, from Start menu -> Run and in Vista from Start button -> start search)
Find the underscore character, and copy it to the clipboard. Go to where you need it and use CTRL-V to paste the copied underscore into wherever it is you need it.
Press and hold the # key until the symbols screen appears. Then use the directional keys to move to the set that contains the underscore, hit the number key that corresponds with the underscore and hit OK.
