Could be it has been in stock for a long time and the batteries are defunct (too dead to accept a charge) or perhaps the battery pack has been damaged in transit or the charger itself is faulty.
If it is a rapid charge type the battery pack will contain a thermal sensor, which if not in good order will prevent charging. Rapid chargers have a great deal more sophisticated circuitry than the standard charger and among other functions they will stop charging if they detect an overload caused by a defective battery.
