Cindy, If you install smaller wheels mower will be lower. If your mower has the multi slot lever adjustable wheels on it from the factory, some time there is a second set of mounting holes.
Remove adjuster assembly and see if the second set of holes in body will set mower lower using them.

How to lower lawn mower

Cindy, if it's already at the lowest setting, you kinda / sorta answered your own question, i.e. it can't be adjusted any lower; but, as you may be aware, there is an adjuster at every wheel, and by putting all wheels at the same - lower - level, you will get a lower, mowing height; and if you've already done that, or there are no 'individual adjusters', they wheels are typically bolted to the frame and there are usually several holes to bolt the wheel to - simply un-bolt and re-bolt to achieve the lowest, preferred height.

a 130 that's 20 years old , does this one have a black deck or a yellow deck , the black deck ones used a hydraulic cylinder (commercial model) and the yellow deck models used a grab bar just infront of the seat , you need to squeeze the handles together to get catch to release , then it should just fall down to it's lowest setting , that is if it's not rusted in place , a few squirts of soaking oil will do wonders on this

Deck only raises a little bit, not the way it is supposed to. Selections 1-4 is the same level, resting on the ground. how do i fix this

The bolts or wing nuts for the deck adjustment have likely come loose or off entirely from the raising/ lowering undercarriage.
Once you have identified the loose or missing nuts (and replaced, making sure to add lock washers) then move the mower to a flat, level surface and move height lever to the lowest setting (some mowers have a flap over an ultra-low setting for this purpose).
Now tighten the nuts on the raising / lowering arms. You should now have normal control over the height. Farmerbear at FixYa.com

Ariens 34 zoom blade binds at mid-height blade

Sounds like the mower deck is lower on one side. I am having the same problem with my older tractor mower.
