The values are usually adjusting acting on potentiometer while reading the voltage at the same time.
The job is quite delicate and for safety reason must be done by an experienced repairman.
If that is not enough , sometimes a faulty sustain board in rare occasions can cause same problem.
Usually you fix the problem regulating voltages within factory recommended settings for your TV.
