There should be a small reset tab you can press using a toothpick.....or chose the safe way and let the tablet run out of battery......the rest setting will erase all your account info.

Hold your finger on the on/off button for about 15 to 20 seconds . That should shut down the tablet and reset it. I have had 3 tablets and everyone has reset from a frozen screen that way. Afterwards you should run your anti virus program and bolter to clean up what caused the traffic jam.
Seems like the digitizer isn't working anymore u may wanna get ur tablet examined but to quickly turn off some tablets is to press and hold the power key till it shuts off and not lock the screen
If it is frozen it will still charge. I would hold down both the power button and the down volume button until it shuts off. Use the original charger for your first charge. Sometimes if they are below 1% they will not charge via a generic USB source. I do not know why but have observed it lots of times.
First see if its charged or not 2 you should format the tab my watching the video on youtube "how to format Samsung Galaxy Tab 2" and make sure to remove the memory card so it won't be formated
