SOURCE: Brush won't spin when position of handle changes
The belt for this machine is very specific and only one size fits. It is not uncommon for vac shops to sell the wrong belt because the proper belt is not available from normal supply houses, so they will substitute something they think will work.
Also, assuming you do have the right belt, check the tension arm that drops down on the v-belt when the handle is brought back. This arm has a wheel/bearing with a plastic "tire" or trim that rolls on the belt to tighten it. Sometimes, this tire cracks and falls off and then the remaining bearing won't have the necessary tension to tighten up the belt.
SOURCE: The brushes do not rotate
The brushs are driven by a turbine, if not turning, it may be bad. You can take it apart and try to clean it out, or just replace it. Also pull out the brush block and see if the shaft that goes up into the turbine is broken off, itis broke, then replace the brush block.

The brush system on this model has a poor engineering design in that the brushes are running off an air turbine, which uses a steel bushing to spin the turbine which gets rusty from the moisture when the machine is being used. No long term solver. I would replace the machine with a Dirt Devil Platinum Force model

My fiance was able to somehow get the switch back to the high position and it's working now. We'll be leaving it there for good.
