There are 2 battery feeds to the radio.
The Main one via the Ignition Switch . This is used to switch the radio ON
The other is a permanently connected battery feed that retains the radio memory features...ie..the code and the radio station settings.
It looks as though it is this permanent battery feed that is missing.
Check the fuses and the connectors/wiring at the rear of the radio

Its a theft thing. Unplug both battery cables and hold them together. At same time have someone push and hold brake peddle in for 1 minute. It will reset.

Put the key in the ignition and set it to "accessory" setting and leave it there for about 45 minutes.
After that remove the key and put it back in and you should be able to enter the code again.

call 1888mitsu2001, choose option #4, then hit * (star). give the
operator the last 8 numbers in your vin and they will provide the radio
code for FREE!
DO NOT PAY FOR THE CODE ONLINE OR GO TO THE DEALER (they will also charge you).
- you will also need to provide the serial and part number of your radio
(takes about 5 minutes to take apart an eclipse dash...1 screw in the
bottom of the HVAC panel) if you call the 1888mitsu2001 it will provide
basic instructions on how to accomplish this.
- if your radio says "off" (meaning you entered the wrong code too many
times) you need to put your key in the ignition and turn it to ACC mode
for approx. 45min - 1hr and then your radio will say "code" at which
point you can enter the code to unlock the radio.

The wait time for these is usually about 24 hrs. Have you tried calling the dealer to see if there is an over-ride code and do you have the proper code to enter? If you call the dealer, you will need the vin and registration.
