SOURCE: Vulcan Oil Heater not operating correctly
If the red light comes on when starting, this means that there is continuity in both exhaust heating and igniting elements and the heater cutout is also working.
The most common problems with this heater is coke & soot build up in the bottom oiltray and clogging the bottom air intake holes, to remove this the heater box has to be dismantled.

Replace the fan thermal switch located at the top of the heat exchanger. Unplug the power first as the switch is 240V.

Not sure wot series mine is, but has 2 thermal, non resetable fuses in it. They are plastic cased (brown) with 2 spade type terminals. You can check them with the power off if you are not confident with the mains.
Make sure it is unplugged. Pull one of the spade clips off the terminal and then check it for continuity.

Have a gasfitter bypass the clock. The clock is the source of the problem. You will then have a manually operated heater.
