Primer circuit inside the carb, is stopped up....do not rupture the primer bulb, trying to force fuel through a blocked orifice in the carb.......Yes, it has to be taken apart to clean.....
Number of reasons for the primer not filling, But i'll go with this one as you say the tank is under pressure.
Faulty primer. The primer has a couple of one way valves in it, so it sucks up the fuel while expelling the air in the line. Id say that the valve in the primer has failed and instead of pumping up the fuel you're pumping air into the tank. The replacing the primer. part number 545 00 80-30
Sounds like the check valve in the primer base is stuck/clogged/damaged, assuming the fuel lines and fuel filter are intact and not clogged, It will have to be replaced.
Not sure about your particular set-up, but there is usually two fuel lines running from the fuel tank. One goes to the carb and the other goes on a fitting on back of the primer bulb. The primer bulb will have a second fitting with a line going to carb. Sounds like either a clogged or leaking fuel line to me. Hope this helps and good luck.
