The float switch/level sensor in the rinse boiler has not activated. This could be a faulty solenoid not letting the water in(assuming the isolating valve is turned on), or a faulty float switch/level sensor. This would result in water overflowing through the rinse arms and the overflow in the rear of the wash tank.
A lot of times you can get an air lock as the spa fills. All you need to do to fix this is open the drain valve for a few seconds till it runs just water and no air. Or start the pump wile the drain is open. This should fix your problem. Good luck.
