If the battery is low the alarm will stll work but the starter will not get enough current to crank over. make sure battery is charged if it still doesnt start remove starter and test it .

Depend son the system but many factory units will disable the fuel pump or the ecm. Aftermarket units generally only disable the starter due to liability reasons.
sounds like a short in your ECM. (electronic control module) the computer that runs your systems. it also runs the check engine light and lets you know when a sensor or something isnt working. you will need a good mechanic that knows how to do the electronics in a car.
it may have some lose wirings thats why its not responding, try checking the cables or the connectors of the alarm. if its all intact then you may need an alarm replacement. hope this helps.
