Yes you mite need to have the upper and lower fuser rollers replaced. When was the last time a Preventive Maintenance (PM) Kit 250K was done. every 250K copies the machine needs a PM and the developer needs replacement. The drum is replaced every 500k. Is there a tiny wrench being displayed in the upper right of the op screen? If so PM required.
First it requires removal of the Drum section Assy. Two bolts and a center shaft bolt. You should remove the image/drum cartridge and check the cleaning blade it may have flip and stuck to the drum or the cleaning roller is stuck, used toner build up, or the motor is burned out a tech can use codes to turn the motor on test it is quite complex not easy to describe. Basic ally the drum is not turning so the motor is coding out worse case the circuit board that controls the motor is bad worse case . More than likely its something physical bad clutch or harden toner in the tube in front of the drum screw. combination of the above. When was the last time 250,000 copy Preventative Maintenance Kit was installed? very 250,000 PM is suppose to be done, every 500,000 drum replacement.

It looks therefore like a drum unit problem which probably requires a replacement drum unless you can check and improve the contacts in the connector terminals.

# 9 Developing unit needs replacement that the part that holds the drum and developer/toner. IF YOU YANK THIS UNIT OUT WITHOUT REMOVING THE LITTLE COVER ONE BOLT and DICONNECT THE CONNECTOR. BIG TROUBLE, going to cost a lot to repair.

This is a partically complex error and has numerious causes all of them quite difficult to cure(sometimes also displayed is a message insert drum), there is rather a process than one solution.
(This error usually occurs when drum/s are replaced).
this can be caused by dirty contacts between drum and copier, can be caused under certain maintenance counter glitches(reset ITB usage counter) also if using generic drums never initialize drum/s. It has been neccessary before to have to replace ITB assembly.
Primarily we will need to upgrade firmware(this requires a computer with canon service support tool loaded and the latest firmware for specific model in this case iRC2380/2880/3080/3380 ect). a connection between device and pc then must be made via network cable. load latest firmware, this usually solves issue. refer to help for service support tool usage . There can be other causes like transfer rollers ect, but these are not the normal cause.
If you replaced the drum with a new one, then a special plastic piece with slots in it will be ejected. This will reset the "Replace Drum" message. Now the light print is probably due to the toner needing replacing. When you put in a new drum, it needs new toner too. Unfortunately, most people replace the toner into the old drum, which does no good and becomes wasted. NEW DRUM NEW TONER. Now if you have replaced the old drum with another old drum, you won't get the reset done properly and the new drum won't load any toner either. Perhaps you accidentally removed the plastic sheet when you replaced the drum? Well then, find the piece and run it through the paper feed, it will then reset. Best of luck
Replace the developer if you can find it two bags are required. if that does not work mite be the sensors . when was last time a PM was done on the machine Drum replaced cleaning blade replaced? Remove the old developer then replace it then run F8 in service mode clear developer counter also.
