It sounds like you have a FLASH FAIL error message on a Sony Cybershot.

This solution was provided by acem77 at agorarequestdotcom:

1st I ordered the service manual from http://servicemanuals.net/index.html
2nd I downloaded a RM95 emulator program. this program actslike/replaces the remote commander sony techs use to change settings.
http://stanza.techfocus.net/camera/rm95.zip in side the zip is the RM95EMUL.EXE and RM95DUMP.EXE
3rd I made the LanC Interface Cable on this web site http://www.hardwareanalysis.com/action/printarticle/1464
the steps above save you $200 in service tools. The cable parts cost about $12 the manual cost about $30.
I can sell you a cd copy cheaper if you have the same camera.
when you are ready plug the cable you made into the (ext flash) or (lanC) port on the sony camera.
Put your camera in play mode and turn it on. Then start the RM95DUMP.EXE program in a dos prompt.
Type (RM95DUMP.EXE>factory.txt) this will save a copy of all the setting of the camera to your pc.
Now you did that run RM95EMUL.EXE.
You will need the service manual to know what settings to change.

I had to change these addresses to unlock page d with the flash error setting.
Set address to (reset all values to default after page d is changed and saved)
Page: 0 .address: 01,and set data: 01.
Page: 2 .address: 03,and set data: 00.
Page: 2 .address: 00,and set data: 2d.
Page: 2 .address: 01,and set data: 2d.
Page: 2 .address: 02,and set data: 01.

Cant change this setting until you change the above settings
Page: d .address: 67,and set data: 00 (if you have an error this will be 4 set it back to 0)
Write/save the new change to memory

Problem with Panasonic DMC-TZ5, can not take pictures with Flash.

My TZ5 has developed exactly the same problem. I took it to DK Audio Services at Horley,Surrey,RH8 9GA. who repair cameras for Panasonic and was told by the receptionist that although the camera works with the flash off at present it will eventually pack up altogether. She suggested that when I get the quote I phone Panasonic on 08705 3577 357 to try and get them to pay for the repair, it seems it is a known problem! My camera is just over a year old!!

Hi, This erroe is related to optical lens, Actueally the slide motor start malfunctioning of the zoom lens this is why the error shows"turn of the power and on again". The remady of this problem is that you have to replace the optical block assymbly. For this please contact any nearest SONY SERVICE CENTRE or contact any parts store and get the optical blok assy Part No. Description A-1512-913-A LSV-1250A (SERVICE) One more thing to add here that if you want to need replacement of lens block on component level then you must contact SONY SEVICE CENTRE.This will reduce the cost of repair. When I turn my Sony Cybershot 7.2 mega pixel camera on, the lens keeps going in and out and the message "Turn the Power on and off again" shows up on the LCD screen. When I turn the power off and on again,...

Hi,

Error: TURN THE POWER OFF AND ON AGAIN is displayed on the LCD screen when the Lens Mechanism is stuck or when affected by any malfunction. If turning the power on and off again does not resolve the error message, try doing a power reset and Initialize option.

Performing a manual power reset

Turn off the camera.

Remove the battery pack.

Press and hold the power button for 30 seconds.

Allow the camera to remain without power for 60 seconds.

Reinsert the battery pack.

Turn on the camera.

To reset the Camera back to factory default, select the INITIALIZE Option from the SET UP1 Menu of the Camera to OK.This will set the user defined settings back to factory default. The images and videos will not get deleted.

If the issue persists, service may be required.

Thanks,

KenSolutions

System Error (OeO1)

With a system error there is actually no way to fix this problem at home, it will need to be sent in for service. A system error is internal in the camera and usually is a software issue. The service center's number for Casio is 1-800-706-2534, then option 1.
