You must check the manual if it can use propane. If it is possible, you will need to make some adaptions to accommodate a propane feed. Gas and propane work on different pressures.

it is a WATER HEATER. you do not need to heat HOT water.
Gas or electric?
Electric = turn power on
Gas = instructions are on gas valve or in your manual.
does not light = verify a spark at burner when you push button (can be hard to see, turn off lights), verify gas valves are on and another appliance has gas, call for service.

Does the water heater and furnance run on gas and electric?

If the units are in a RV then yes, they both may run on gas and DC (battery power). The furnace requires gas to provide heat and DC power to run the fan. A water heater may be gas or electric, but if gas, it requires gas to heat and DC power to ignite. If the water heater is electric it requires AC power to heat.

Call or visit your local plumbing parts supply store. Hot water heater thermostats for gas or electric units are common items, and if your exact model is not available there are a number of generic units are suitable replacements.

If you or a friend knows how to correctly turn off the power or gas to your water heater you will find this to be an easy install. If not, replacement by a plumber involves only a short service call.

If you choose to do your own install, please carefully check to confirm that electric power or gas supply lines are off. Don't forget to turn gas back on upon completion, and remember to light your gas pilot. Instructions for doing this are typically located on the back of the bottom service panel.

Water is leaking from a whole in the top of the water heater what is the cause

If water heater is leaking out of a hole, then tank is rusted out and needs to be replaced.

First thing is protect yourself.
Tank could rupture.
Turn off power
-Electric heater: turn off circuit breaker
-Gas heater: turn knob from ON to pilot, so pilot light stays lit.
Open bathtub spout on hot side and release pressure.

Now you're save.
When you need hot water, turn heater on for 1 hour, use hot water, then turn heater off again.

You can limp along like this for a while until heater is replaced.

I buy water heaters at Lowes, Ace, Home Depot, Sears.
Look for scratch and dent.
Look for same size that you have now.
manufactured homes require heater that is made for that application.
Propane and natural gas heaters have different burner.

Always offer 10% less than asking price on any water heater.
You need teflon tape, 10" pipe wrench, new flexible water connectors, and a drip pan, and maybe insulation blanket.

To install electric water heater, open link above because some things are same for both gas and electric.
Difference with electric is there is no gas line, and you connect wires same way that they came off.

The two switches control the water heater either in the gas or electric mode. The switch with the lights would be for the gas operation, and the switch without lights would be for the electric mode. Prior to operating either switch, make sure the water tank is full of water. Turn your hot water tap on, if water comes out, tank is full. Connect trailer to 110 Volt source, turn circuit breakers on, Place switch without lights to on position. If water does not heat in 45 minutes, Install new heat proble. The gas mode should be repaired by someone that is familiar with that system. Atwood can provide you with a local service center.

Re: electric setting. Are you sure all switches are on, breaker in panel, any wall switches, plus switch usually at back of water heater where hydro connects as well. If yes, you may have to remove cover where power cable at back is connected (shut off breaker and any switches, and test to be sure power /hydro is off to water heater before removing cover) Are you experienced in this area? If not, it may be smart to get a technician or electrician to test for power from there.There should also be a reset as well in there on thermostat. Thermostat and ECO can be tested as well for continuity while cover off.

As far as gas not shutting off on gas, thermostat and ECO should be tested for proper operation as well as proper positioning.They should be up against the tank in order to work properly,

We believe we are to turn on the water electric button to start the heater. Directions say the light should go out when ignition occurs. It won't go out.

If your water heater has an electric element, as well as electronic ignition for gas operation, you may be getting them mixed up. One switch should show like a lightning bolt beside it,(that's for hydro use) the other will show a small gas flame beside it.(that's to turn on ignition for gas operation.)
If you only have one, my guess is it's for electronic ignition. When you turn that on, you should hear the water heater trying to ignite outside.("click,click,click) and then burner should ignite if you have your propane on. Get back to me with your model number of the heater, behind cover outside, and I can tell by that what you have as far as just gas, gas and electric, etc.
