Have you tried updating your codecs? try the k-lite codec pack, its free and widely used.

Your sound card driver is either not installed or needs to be reinstalled/updated. Use the Toshiba website to download the correct driver, and it should fix your problem. Try this website: support.toshiba.com.

Is not playing out


Verify that the computer has the proper Audio Drivers installed. Check to see if there are any exclamation points showing under the device manager and if there are, what are they? When did the problem start and what changes did you make around that time? I know this may sound silly, but make sure the program, your audio device, and any quick launch buttons are not set to "mute".

you have other programs/tasks running in the background that is interfering with the sound quality.

I would remove things out of your startup and system tray

I canot play a sound on my laptop


I had this same problem when I put a new operating system on my friends toshiba. It ended up being the drivers needed to be reinstalled.
to check this:
  1. right click on my computer
  2. click on properties
  3. click hardware
  4. click device manager
  5. look at list and see if anything is highlighted
  6. Right click on yellow ? and scroll down to update
  7. reboot after installation
