Question about Lands Phones
Just hooked up my VOIP phone and it will not ring. Ringer volume is up
This completely depends on VoIP adapter, if u have good VoIP adapter it may consume depends on the voltage it may give the best ring, I'm suggesting you try this adapter Cisco ATA 186 Analog Adaptor

This is related to the ringing voltage of your phone and the voltage provided from your VoIP adaptor. If your phone is a cordless one (e.g., most Motorola, GE models), try to unplug the power cord. It might get the ringtone back, but no more cordless handsets. While this problem does not have an easy solution, you might want to switch to a different phone or have another VoIP adaptor that supports high output ringing voltage.

Just "VOIP Phone" is not enough information to help you. There are many hundreds of different phones, connections, & setups you could have. What type of phone (make, model number)? Is this a VOIP phone connected through a home network, cable modem etc.. for home use? Is it a single line phone connected to a VOIP box connected to your cable modem? Is it a VOIP phone system connected to regular copper phone lines? Are you using a VOIP phone at home connected to a VOIP phone system at work?

Tips for a great answer:
Apr 07, 2018 | AT&T Lands Phones
Adjusting the Ringer, Earpiece and Speaker Volume
Adjusting the Ringer Volume
You can choose from four ringer volume settings (off, low, medium, and high) separately on each handset or the base.
With the phone in standby, press or on the handset or VOLUME or VOLUME on the base. The handset or base sounds the ringer at that level.
Use on the handset or VOLUME on the base to make the ringer volume louder. Use on the handset or VOLUME on the base to make it softer or turn it completely off.
When you hear the ringer volume level you want to use, stop pressing keys.
The handset or base will use the new ringer volume starting with the next incoming call.
Note: If you set the ringer volume to Off, the handset or base won't ring. Other handsets or base will ring according
to their individual settings.
Muting the Ringer (One call only)
While the phone is ringing, press /Mute or END on the handset or on the base to mute the ringer
