Intel D865GBF/D865PERC does this mother board support 450W SMPS or higher. If heigher how much Watt does the mother board support

You can install a 450w or higher wattage switch mode power supply.
The total wattage of the power supply you require depends upon the power consumption of all the devices that are installed on your computer and any additional devices you may wish to install in the future.
I suggest you need not exceed the total power requirements by more than 10%.
It is like putting a jet engine in your car when it does not need this much power and it would cost more money.

My dell dimension b110 quit working one day and just flashed an amber colored light. I was told I need to replace the power supply. Is any 400W 20+4-pin ATX PSU w/SATA compatible?

Yes, just make sure it's ATX (not ATX mini etc but you'd see from the connector anyway) has the right motherboard connector and all other connectors. Also I'd go for a 450W as if your 400w died it may have been from a power surge that a 450W or higher would handle better.

How do I check to see what my power supply is, so I can upgrade proper graphics card

Hi,

You will have to remove the side panel of the tower to expose the motherboard. The PSU (power supply unit) is above the motherboard.
If you read the information on the PSU, you will find out how many watts it is, for example 350W, 400W, 450W and so on.

If your wanting to put in a powerful graphics card to run games like GTA4 or Need for Speed Shift then you will need a power supply no less than 550-600W

Make sure you get a Dell power supply as standard PSU's don't fit in a Dell case.

Regards.

Power Supply Replacement

It never hurts to have a larger power supply, yes it have use 100watts more in a hour. But you should have better reliability with the 450W.
