the 7 blinks is just how long it takes before the internal protection circuit permanently shuts down the power on the set.
Try a hard reset, but it probably won't solve this problem. Hard reset requires the power cord to be disconnected from the line for 2 hours before powering up again.
I don't like surge protectors. They are not good for when the line voltage drops; they are only good when there is a line spike or surge - which is very uncommon these days. A good surge protector will not do any harm, but a poor one or an uderrated one could cause a damaging spike to get into your set.
