Firstly, try turning over your Bluetooth mouse and find the power switch. Make sure it's turned to ON.
You should see the optical light turn on (usually red). Place the mouse back flat on your mouse pad.
On your Chromebook, select the lower right corner of the taskbar. In the window that pops up, select the Bluetooth icon.
If the Bluetooth status is currently off, enable the toggle switch to enable Bluetooth. Once enabled, you'll see a scanning status as your Chromebook looks for active,
nearby Bluetooth devices. When your wireless mouse appears, you can select it to pair and connect to it.
Once your Chromebook has made its connection with your Bluetooth wireless mouse, you'll notice the mouse pointer moving when you move your mouse
If this is a NEW Laptop/notebook immediately take it back.
(trade it for a working one! very EASY especially w/AMAZON).
I wish I knew more about "Chromebook" but there are only two reasons a device on any such laptop/notebook won't work...
- The unit's "driver" (software, device & test... Reload)
- the unit is DEFECTIVE (replace hardware)
Sadly unless "DRIVER" does it for you... my attempt to further research "Chromebook" has reveal "CHROMEBOOK" as more of a notion than an actual device...
To go any further you will need to re-post with the "MANUFACTURER" I've already found 5 without trying.

remove your battery and power from it for half an hour then plug just the chromebook power cord back in and see if it turns on without the battery in. if it does then unplug put battery in then plug power back in and try to turn it on again if it doesn't come up with the battery plugged in with the power plugged in you may need a new battery. the chromebook should run good without the battery but you wont be able to use it when you have no power around.
I'm not familiar with the Chromebook OS but I'm assuming that you should be able to copy and paste them if it doesn't have a programme or app you can do it from.
1. Insert your usb device (your chromebook should recognize this as an additional drive).
2. Open the folder with the photos you want to transfer select *copy
then open the window for the usb drive and select *paste (*usually commands found when you right click on a mouse).
Is the Caps Lock on? Passwords are usually case sensitive, meaning if you type a password that is supposed to be "thisismypassword" but type it as "THISISMYPASSWORD" it will not work.
I also found the following link to reset your chromebook back to factory, but be WARNED. This will DELETE EVERYTHING and put it back to brand new...
More information on report needed eg what file type ? . Try right clicking on link and see if there is an option to save file. I suspect file is a PDF format and feel this article below may be of assistance.

Here there is a very detailed list of instructions, and trouble shooting tips you can do.
Try and get into the bios/cmos by pressing the F2 key when you power up the unit and when in and then press the F9 key and set bios back to default settings and this should take out the booting from a network as the first priority. Outside of this just navigate through the bios/cmos until you find the Boot area and change the boot order to boot from the cdrom or hard drive first. F9 is the easy way. Hope this helps. :o)
