First, try pressing TV on the remote, check if that solves the problem. Then press Sat and try the TV power button again. If the remote previously controlled the TV, you lost the code for the TV. If you have your Dish Network manual, check if you wrote down the code when it was originally programmed. Which specific remote/receiver do you have? The direct coding procedure for the Dish remote that I have is: while facing the TV to be controlled (after adjusting the key for TV1/TV2 in a multiple TV system), press and hold TV until all four indicators light up. Then enter the 3 digit code. Press and release the # key. Then see if the code TV powers off when you press Power. Then press Sat and check if the TV power button works. Try additional codes if the TV doesn't respond.
If you recently got a new TV and you tried to program the remote for your TV, your dish remote may not have the code you need. (Most universal remotes are limited to codes for devices released 6 months or more before the remote was programmed.) In that case, you should use the TV remote (and see if it has an option to control the satellite receiver). Alternatively, get a new universal remote that will control all of your devices. (The remotes that can be programmed by USB are the easiest to set up.)
