There is either a leak in the water inlet valve, plus worn o-rings in the brew head. These machines require a lot of ongoing maintenance. It isn't a machine I know, I have have used many commercially, but there is help here.
Machine Needs a software update. You can reset the machine by rebooting from the main power supply and if this doesnt release it. Try hold down the cleaning button for 10-15 seconds. Would need to know the software Rev and have a technician update it to the latest.
Is the levels issue with milk drinks or with black coffee/espresso? And how old is the machine please provide first 4 digits of the serial number.
First of all, check that the machine definitely has a good water supply to eliminate a blocked filter.
If no fault with supply then the flow meter is faulty. This can occur without displaying a fault on screen, what happens is, if you make around several cups of reg black coffee they may all be different volumes.
If you provide more details I can further assist you in diagnosing.
Is it noisy when the pump runs on startup? If so then the pump is airlocked, run water through the wand to release this... Depending on model, you can do this by placing a cup under the wand and pressing the jug button or turning the knob on right side to the water symbol.
Schaerer Siena machines can become airlocked from time to time leaving the pump running yet sounding rough. Easiest way of remedying this is by running the hot water (either by pressing the jug button or turning the hot water knob on the side depending on which model you've got) option through the silver wand. Once you get a strong water flow through this then the machine pump has been primed and you can then begin making coffee as normal. You'll notice the sound the pump makes will change as the water comes through.
