Try to get, from the eBay seller, any/all PoP document, etc. If you have that, you can register your device on TomTom website, and you'll be the first owner ... with all the privileges ... including latest map, TomTom Support, warranty, etc. If you can't get all the PoP documentation, you can still register your GPS device on the TomTom website. However, as a "second" owner, you may not get all of the "privileges" ... e.g. warranty, etc. (unless the eBay seller is an authorized TomTom distributor/seller.). You may get the lifetime map (feature) ... because that is usually associated with the specific TomTom device (serial no, etc.).
Before you start using your (new) TomTom GPS device, you'll want to charge it (fully) first. It may take a couple of hours of more to do the first charge. And then, you can connect it to your PC , go to the TomTom.com web site and register the device.
It depends on what brand of GPS you are using. If it is TOMTOM, then visit tomtom.com and download TOMTOM Home and install it. It should walk you thru the process of registration.
Other products, I would google the GPS brand name and register i.e., Garmin register or TOMTOM Register and the first link or two should be the correct one. Let me know if this does not help. Thank you!

Follow the link, register your details and you will be sent a £10 voucher by email to use straight away on the TOMTOM shop.
Just enter the voucher code into the left hand box when looking at your trolley.
Your email receipt will have an attachment - download it.
Once completed, go to TomTom Home on your computer, make sure you are
logged on with the same email address that you bought the voice with
and then connect your device. It should automatically update and itself
and store in your voice selections.
If you've already registered just sign up with a new email address to
take advantage of this. You might have to adapt the email attached to
your TomTom Home to download it.
1) I think you could be mistaken. Most TomTom offers I have seen are some amount of money to be used ONLY towards a purchase on the TomTom website. Things could be different in your country, but I suggest you double check the offer. Details should be in your user guide.
2) To register your TomTom, you need to go to www.tomtom.com, select your country and click on the TOP RIGHT where it says "CREATE YOU ACCOUNT". Then, follow the instructions on the screen.
To register your TomTom, go to http://www.tomtom.com/ and then click on Create Account. From here fill in the varion boxes and finally register the unit.
