TOSS IT and forget it! I have never used a hand vac that worked that was worth the effort of turning it on .... I suggest they are all junk ... I found very few vacuum cleaners ... actually **** especially anything made by dirt devil ... I do have a bagless Bissell 6579-2 that I purchased 4 years ago at walmart for $49 ... It outperforms any vacuum I've ever used, including my worthless Shop-Vac that I paid a lot more for ... this Bissell vac SUCKS ... It could **** the barnacles from a steamship!
Without the complete model number, I don't know for sure what componets you have, most likely is the motor. You will have to take the motor cover off and check it out. You can go to sears.com, click on parts, enter your complete model number, scroll down to cannister and it will bring up a parts list where you can order parts, also a diagram of the cannister.
Without the model number, I don't know which model you have. But you can go sears.com, click on the parts link, then put in you completer model number, choose the cannister or main unit, a parts list and a picture diagram will come up, you maybe able to tell from that how it comes apart.
