He may not know that possibly the contactor needs to be cleaned or replaced. The points on a contactor get pitted and will fuse together. This sounds like your situation because you said it keeps freezing up, which lends toward the idea that the fan may not be staying on but the compressor is. The compressor has a distinctively low toned sound from the fan noise, If what I'm suggesting is true then you need a contactor not a thermostat. good luck
