Hello, I have a hoover Hpe236 and it fills with water, runs through the selected cycle, but the drum does not turn at all. I've opened the back and the belt is intact. The brushes look ok. Any solutions?

Watch the motor when it is supposed to be running. If nothing, measure for voltage across the brushes and across the motor power terminals. Make sure the motor will turn freely by hand. If power is present, there may be an open wire to either the field winding or one of the brushes.

See the Dispenser assembly parts diagram for the water inlet valve. If you can watch the entire cycle, try turning off the shut-off valves for the washer inlet hoses after the rinse cycle and before the dry cycle starts. Water should not flow into the washer/dryer with the shut-offs closed.
I've seen inlet valve solenoids fail in the open position or in the closed position. I've never seen a control board that sent open messages randomly. (Sometimes, there is damage to the control board or corrosion or damaged wiring that stops the control board from sending the open/closed message to the solenoid.)
Have a look for coins etc stuck in the drain pump or the tub outlet hoses especially where they fit onto the tub. If a coin or other foreign material blocks the water flow when draining , these machines wont spin properly.

2 Turn the main power switch to "On" and open and close the washer

Hi, Kindly remove the back panel of the unit and check whether the belt is properly fixed if it is ok means check the wire connection if everything is fine. kindly check the motor humming sound once the water is filled if you find the humming sound means kindly replace the motor
