That error indicates an "incorrect status" of your optical drive. I suggest you run the Dell diagnostics on your drive. To test your CD/DVD drive from the utility partition:
1. Reboot your system. When you see the Dell logo, hit F12 to enter the boot menu.
2. Select Boot to utility partition.
3. Select Test System.
4. Select Custom Test.
5. Use the arrow keys or mouse to select your CD/DVD drive.
6. Insert a CD or DVD.
7. Click Run Tests.
8. Write down any error messages.
insert the cd into the cd rom, when dell logo appears start tapping F12 it will give you the option to boot directly from cd. also you can try system recovery if you have recovery partition with ctrl+F11.
if u r trying to boot for the first time it will not boot, u need to make some changes to the boot settings.
sometimes it automatically sets to default and u r not able to boot properly.
while starting the system continuesly press F2 or Del key > it will bring out the boot screen > go to the bootin options and make cd/dvd drive as the first booting device.
Then save the settings and exit the boot screen.
after restarting the system ur cd/dvd will be detected.
if does not then there is a problem with the cd/dvd, or may be it not created as a bootable cd/dvd.
try with another cd/dvd.

Boot the machine up in safe mode, to do this restart the computer and repeatedly tap F8. You will see a sub menu with safe mode at the top so select that. Wait for windows to boot up and then log in to an account which has administrator privileges. Click on start and select run. Type cmd in the box and press enter. You will see a command window pop up. In that box type chkdsk /r and hit the enter key (leave a space between the k and the /) The computer may tell you that it cannot perform checks because it needs files and will ask you if you would like to schedule a disk check next time you restart. Select yes and then restart your computer.
When the computer restarts it will check the disks and also repair any file errors.
