More that likely your battery that came with the system is dead(meaning it has reched it;s life span) An easy way to tell if your battery is dead, take it out and plug the charger into the psp. Turn it on and see what happens. If it still doesn't work, your psp has power problems and there isn't much you can do about that. had this same problem with mine. they said it's bricked and needs a pandora battery. what i did instead is while turning on the psp i press and hold R button and it shows the recovery mode. its not a permanent solution but it works for me.
try the battery it may have the problem or i suspected that your charger is the real deal maybe its broken because you say t wont charge right ,or the connection between the battery and the psp so if u charge it it wont because the psp battery isn`t connected to th PSP thanks
