Your getting build-up in your pipes thats why it clears and then comes back, Make sure that you or anyone is not putting hair or anything else besides toilet paper in it and try flusing a big bottle of chlorox bealce down it 2 times a week and also use a very good drain opener.

Toilet wont flush

Main 3 (or 4) inch drain under the toilet is clogged. Requires removing the toilet and running a "snake" down the pipe. Alternately, you can (carefully) try manually filling the toilet bowl all the way to the top----to apply pressure to the may push it through.

I think the problem with your toilet bowl is in the tank fitting of better check if the fittings are proprerly working..You also check the flapper and also the fillvalve.
If it is not good already you can replace it by buying the tank fittings at the hardware store..And you better also be check it to your plumber for the second thought..

It sounds like a problem with the flapper valve. You will need to puchase a new flapper valve for your brand of toilet or that matches the one currently installed. Thihs video will demonstrate what can be a simple and esy soultion:

Not being a plumber by trade I don't want to bad mouth what your plumber had to say but there may be other things to consider.
If the toilet does not flush directly into the main drain there is the possibilty that the coupling between the main drain and the toilet drain is under-sized which could cause reduced water flow and your toilet not flushing completely.

Poor flushing

Make sure the water level is the same in both tanks, so you know the water volume will be the same for both units when flushing. Next, hold the handle down for the full flush release to make sure the flapper (in the tank) is not closing too soon and cutting off the full water volume needed. Next, would be to get a tolet snake reamer (buy the cheapest one) and run it through the toilet bowl 3 or 4 times always turning clockwise while entering and while removing. If all this does not cure the problem, then you probably have a defective toilet outlet hole that was made too small when the toilet was formed. The outlet hole must be minimum 1 5/8 inch diameter (most are between
1 3/4 inch to 2 1/4 inch diam.) . This is an occassional industry problem; I have seen it several time over the many years. To confirm this, you need to remove the toilet and measure the hole, or get flush balls of 1 5/8 inch with 4 ft. string attached. If the ball flushes and takes all the string slack, then the hole is at least correct minimum size. If ball does not completely flush after 3 tries, then there is some obstruction or the hole is too small and toilet it therefore defective. Goodluck, Macgivor

Toilet sounds like it is flushed or water filling up in the tank.

if the toilet has a 'flapper' is there slack in the chain connecting it to the flush arm? The flapper life is usually around 4 years or so - replace it if older.

Toilet pan installation procedure

Hi muller2012,

I'm Harvey the Master Plumber.

Your question is: the procedure to join pan to waste pipe without leaking. do i silicone around rubber seal?

In 30 years this is the first time I've heard of a toilet "pan". If you're refering to the bowl, it connects with a wax ring and a pair of bolts. You then caulk around where the bowl meets the floor to keep cleaning liquids from getting under and getting stinky. If this is not a standard toilet it would be a good idea to post pictures and give make and model.
