There is supposed to be a switch that is activated by the material inserted into the shredder. If it is stuck or broken, then only the manual buttons will operate the motor.
As a shredded user myself, I took mine to an office machine repair store and they fixed it for a very reasonable price (and they gave it a good cleaning at the same time.)
It might need cleaning; mine had the shredded paper jammed in by cutters and some shreds got between the gears. First, try using a "cleaning sheet": a piece of paper lightly sprayed or smeared with vegetable oil or spray cooking oil. If that doesn't do fix it, the shredding mechanism, which has many parts, some of which are sharp as razors, might need to be disassembled and cleaned. Though I did that disassembly and cleaning, I would not recommend it to the casual DIY-er.
Try putting a piece of paper in enough to start it running, but not so far as to go into the shredder. See if it will run for a minute or two. Sounds as though it may be over heating.
you can usually download the manual for these things online. just start with a search of the company. and go from there. it\'s probably just a sensor messed up or had a piece of paper covering it. some times the answer is as easy as unplug it, turn the shredder head over and blow it out or use a vacuum to suck it out. put it back together and see if it works.
Does the machine even run in reverse???? Have you ever oiled the machine.???
Put some "shredder oil" onto the cutting blades while it is running in reverse then try running it forwards.
If you can hear the motor running but the cutting blades dont turn you will have to open it up to see what is broken.

It sounds like a piece of paper is blocking one of the two photo cells that detected when a piece of paper (or a CD / DVD) has been inserted for shredding. The (six) screws that secure the top are accessible from the bottom of the shredder unit after it is removed from the paper bin. Be careful: There are three different sets of wires connecting the top control plate to the bottom motor and cutter assemblies. It is not too difficult to get inside the shredder "head" if neccessary.
I'm assuming that it automatically detects the presence of paper... .
By opening the drawer you're disabling it from the safety switch. (they dont want you to shred your fingers from the bottom) There is probably a small piece of paper holding the feed sensor down.
If you're confidant, unplug the unit and take apart the plastic cover. Do not remove anything inside. Look for the small switch between the blades which 'feels' the presence of paper. There is probably a small piece of paper wedged between the housing and the switch which would fool the unit into thinking it has paper that still needs to be shredded.
Carefully put your unit back together and happy shredding.
This may happen often, remember what you did!!!
Try pouring some shredder oil into the throat where you normally insert the paper and run the machine in reverse.Put machine back into ready condition.
Put a piece of paper in the throat just enough so the machine should run but not all the way in so that the cutting mechanism catches the paper...all you want to do is make the machine run forwards but not actually be feeding in any paper.

yes, it's the plastic gear that's shredded in this shredder. the drive gear on the motor is metal, as are the gears attached to blades. between is a single plastic gear which is chewed up the instant resistance is great enough. fabulous engineering. not a difficult fix, but where does one find the replacement part?
