SOURCE: PCH-DVD 300 says every disc I insert is a "Bad Disc"

First thing to do is clean the lens with a good quailty DVD lens cleaner, it that doesn't work you have a fault, in either the lens or the electronics.

Recording from vhs to dvd

Direct copy VCR to DVD:
- Insert VHS tape you want to copy
- Insert a recordable DVD disc
- Press DVD copy button on front panel or remote control (to DVD).
- To stop recording press the stop button.

IMPORTANT: If attempting to copy copyrighted material the Samsung DVD-VR320 will detect the encoding and will not allow the copy to be made.

Tried inserting a cd with music or mp3s? If a cd will play and not a dvd it may be a country code problem.
