Question about Apple iPhone 3G
Your LCD is damaged and will need replacing. Sounds like what happened when the phone has come in contact with water.

It may be a damaged lcd or have you tried to go into settings and then general settings for the iphone you can up the brightness of the iphone that way? If this was helpful then please vote for me.
