Fault to the main power supply regulator section. Either it will be a separate board, or the part of main board. Check and replace damaged component/s at its main power regulator [SMPS] section circuit. Contact any service technician. If you wish to get some details; check the site linked here. Surf the site with patience. Pull up older posts.

It will be best to replace the power supply regulator board as card basis rather than making "Surgery" to it; which usually will make loss for both money and time. Even though you can make it right, it will cost around an amount equal to the cost of a new board; including the cost of (spare parts + service charge) More to say, most of the spare parts to it will be difficult to get from open electronic spare part market. This is true to most of the flat panel TV power supply boards; irrespective of its brand and screen size.

Tv might be fried.Or one of the circuit breakers Is popped. Maybe try a different electrical outlet.

Normally yes. Blinking twice is power protection trip. Look first for open resistor, broken fuses (and short circuits or broken transistors / ICS if thats the case).

Keeps popping the breaker when we turn it on

If it is tripping the breaker in your electrical box? or the breaker on a plug strip/surrestor? Or are we referring to the fuse inside the TV?

Circuit breaker kicked now no power to tv tryed unplugging and waiting a while. no good. this has happened b4 a guy at cust service told me how to fix it. it worked.that was awhile ago and ive forgotten....

Might not be the tv.Sound like u have circuits breaker overload,take the tv to other places in the house and tries it out.See how it effect the tv,what happen to the tv.

I have a sony Bravia KDL-52W3000 LCD tv. Approx.

I have the same tv with the same problem. My tv is about 3 1/2 years old. I took it to the shop yesterday and today they told me that I had a bad lcd panel and a bad FL1 circuit board. They also told me it was going to be $3800.00 dollars to fix. I am now on my way to buy another tv, needless to say it will not be a Sony. Sony knows about this problem and refuse to do anything about it. Good luck.

I have a 2 week old Sony Bravia KDL-40V4000 It will not turn on

Try using a different wall plug one you know that works run an extension cord if you have to check it. Lastly are your wall plugs grounded 3 prong plugs? The old fashion plugs with 2 prongs are not sufficiently grounded and that may be your problem and you would need an electrician for that. Otherwise you may have a defective tv. BTW how did you change the fuse in the plug? Are you talking about the breaker box?If so you probably do have a grounding problem.

Sony Bravia LCD TV is tripping the fuse in the house

These things draw a huge surge current when turned on. What size fuse are you blowing? These things can surge 10-12 amps on turn-on. What about a fuse with a reset button. They will take alittle more surge before they go. Don't matter about the insignia working before because the cheaper sets tend to stay powered up more when off....thus not surging on from a dead start. Could you try a different plug on a different circuit/fuse? and see if that makes a difference. If you have a 15 amp fuse, then your pretty close with other stuff plugged in. What size is your service? Do you still have an original 60 amp box with screw in fuses? Is it an old house?
