Did you check the breaker. More often than not its usually breaker that get turn off when you have power fluctuation.

Toshiba top load washers have standard error codes. Depending on the display (2 or 3 digits depending on the model) it will either show E21 (or E23) or alternate E2 and -1 (or E2 and -3). Here's a list of most Toshiba washers error codes;

E1: Water doesn't drain in time or not at all
E21: Lid open
E23: Lid not locking
E31: Load imbalance
E32: Check E1 and/or E31
E5: No water coming in
